The Government of Pakistan, Controller General of Accounts, has issued a final show cause notice to Mr. Nabeel Ahsan, Senior Auditor (BPS-16), Directorate of Budget & Accounts, Pakistan Public Works Department (Pak. PWD), Islamabad, concerning inefficiency and misconduct under Rule 3(a) and (b) of the Civil Servants (Efficiency & Discipline) Rules, 2020.
Mr. Nabeel Ahsan was granted 60 days of ex-Pakistan leave from 5 November 2023 to 3 January 2024 and was required to rejoin office on 4 January 2024. His application dated 29 December 2023 sought a further extension of leave from 4 January to 26 February 2024. The competent authority considered but did not approve the extension.
He was subsequently directed to join duty within 15 days through Directorate of Budget & Accounts, Pak. PWD, Islamabad letter No. Admn/PF-458/2892 dated 5 January 2024, but failed to join office. Further letters dated 31 January, 12 February and 15 February 2024 directed him to resume duty and explain his absence, but he did not resume his official duties.
On 21 October 2024, he submitted an application to resign from the post of Senior Auditor (BPS-16) while absent from duty. The notice identifies this as a violation of the administrative instructions issued through Establishment Division O.M. dated 13 February 1982.
The authority has found him prima facie guilty of misconduct and inefficiency under Rule 3(a) and (b) of the Civil Servants (Efficiency & Discipline) Rules, 2020. Disciplinary action may result in one or more penalties, including dismissal from service under Rule 4(3)(e).
Mr. Nabeel Ahsan is required to show cause within 14 days of receiving the notice why one or more penalties, including dismissal from service, should not be imposed under Rule 4. He may also indicate whether he wishes to be heard in person by the authority.
If a reply is not received within the stipulated period, the authority will presume that he has nothing to submit in his defence and will take an ex parte decision under Rule 7(c) and (f) of the Civil Servants (Efficiency & Discipline) Rules, 2020, which may result in dismissal from government service.
