National Grid Pakistan Show Cause Notice to Muhammad Usama Jabbar

National Grid Pakistan, through the Director General (Substation Engineering), has issued a show cause notice to Mr. Muhammad Usama Jabbar, Tracer, under Rule 5(iv) of the Pakistan WAPDA Employees (Efficiency and Discipline) Rules, 1978, applicable to NGC employees, concerning willful absence from duty.

A notice for resumption of duty was issued through office letter No. 2103-4/CE/SSD/NGC/PFS-708 dated 19 May 2026. Following non-resumption of duty, a letter of explanation under Rule 5(iv) of the E&D Rules, 1978, was served through letter No. 3917/DG/SS.Engg./NGC/PFS-708 dated 31 August 2026.

Following the absence of a response, the competent authority has provisionally determined to impose one or more minor or major penalties defined under Rule 4(1)(a) and (b) of the Pakistan WAPDA Employees (E&D) Rules, 1978.

Mr. Jabbar is required to submit a written explanation within 14 days of issuance of the notice, showing why the proposed penalty or penalties should not be imposed. If a reply is not received within this period, it will be presumed that he has no defense to offer, and ex parte action will be taken against him.

The second copy of the show cause notice must be signed and dated and returned to the issuing office as acknowledgment of receipt of the original. He must also state whether he wishes to be heard in person.
