Issuer: Higher Education Commission (HEC), Pakistan. Effective immediately for the Spring 2026 semester, HEC has announced strict enforcement of residency requirements for recognition of foreign degrees.

Summary of the advisory:

Effective	Immediately — Spring 2026 semester
Applies to	Graduates of foreign chartered universities and currently enrolled students admitted under on-campus/conventional modes who completed their program fully online or via blended learning.
Key requirements	HEC will not recognize a foreign degree registered as "On-Campus" or "Conventional" if the student completed the program fully online or through blended learning. Degrees must be awarded by foreign chartered universities listed in the World Higher Education Database (WHED) maintained by UNESCO and recognized in their country of origin. The awarding university/institute must have approval from its national regulatory body to offer the program via distance/online/blended learning. Students enrolled in on-campus/conventional programs must satisfy the physical residency/presence requirements of the awarding country; failure to do so may result in non-recognition by HEC.
