Advertisement details

Issuer: Higher Education Commission (HEC), Pakistan. Effective immediately following the Spring 2026 semester, HEC will strictly enforce residency/presence requirements for foreign degrees and students admitted under on-campus/conventional modes of study.

Purpose: To clarify recognition criteria for foreign awarded degrees and to notify students and institutions that degrees completed fully online or by blended learning where physical residency requirements were not met will not be recognized if registered as 'On-Campus' or 'Conventional'.

Key Requirement Details
Recognition Basis HEC recognizes degrees awarded by foreign chartered universities that appear in the World Higher Education Database (whed.net) and are recognized in their country of origin.
Official Approval The degree-awarding institution must have approval from its national regulatory body to offer the program via distance/online or blended learning for HEC to consider recognition of such awards.
Student Residency/Presence Students enrolled in 'On-Campus/Conventional' programs must meet and document the physical residency/presence requirements of the awarding country. Non-compliance or deviations without regulatory support will lead to non-recognition by HEC.
Application / Documentation Each case is processed individually upon submission of detailed documents online via HEC e-services: https://eservices.hec.gov.pk/.

Action required: Students and institutions should verify program modality approvals with the national regulator of the awarding country, ensure programs appear in WHED, and submit complete documentary evidence to HEC through the online e-services portal for recognition consideration.
