Higher Education Commission (HEC), Pakistan invites applications from outstanding Pakistani/AJK nationals for Overseas Scholarships for MS/MPhil and PhD studies (OSS Phase-III) to study at Top 200 QS/THE ranked universities. Scholarships cover selected thematic areas and will be awarded through HEC competitive processes. Online applications are submitted via the HEC e-Services portal.
Thematic priority areas: Digital Transformation & Emerging Technologies; Energy, Climate Change & Environment; Agriculture, Food Security & Agri-Tech; Health, Biotechnology & Life Sciences; Engineering & Advanced Manufacturing; Natural & Physical Sciences; Social Sciences, Business & Governance; Interdisciplinary & Strategic Areas.

Selection & tests: Selection is merit-based using HEC Aptitude Test (HAT) scores and interviews; applicants must meet host university admission requirements (e.g., GRE, TOEFL, IELTS). HAT scores valid as per Education Testing Council rules; applicants who have previously taken HAT and have a valid score on the closing date may use that score.
How to apply: Apply online through HEC e-Services (eservices.hec.gov.pk). The application processing fee is Rs. 3,000 to be deposited through 1LINK payment services. Applicants must opt for foreign universities (Top 200 QS/THE or country choices) in the online application.
Important notes: Applicants are advised to complete registration and fee submission early. Shortlisted candidates will be called for interview/selection.
