RFP: Consultancy Services for WSS Construction to Gwadar Town from Mirani Dam (Balochistan SEDP Phase III)

Issuer: Project Director — Consultancy Services for Construction of Water Supply Scheme (WSS) to Gwadar Town from Mirani Dam under Balochistan Socio-Economic Development Projects (Phase III).

Purpose: Request for Proposal (RFP) for selection of consultancy firm(s) to provide consultancy services for construction supervision and related consultancy for the WSS from Mirani Dam to Gwadar Town. Only electronic bids will be submitted through the Electronic Public Procurement System (EPPS).

Key eligibility and qualification requirements:

• Firm must be a reputed national/international firm or joint venture with registration for Income Tax and Active Taxpayer List (ATL) status and BRN.
• Registration with Pakistan Engineering Council (PEC) as a Consulting Engineering Firm and not blacklisted by any procuring agency.
• Minimum of two assignments of similar nature and complexity.
• Minimum turnover requirement in recent years (documented as required in RFP).
• Required certifications referenced for bidding firms: ISO 9001:2015 (Quality), ISO 45001:2018 (Occupational Health & Safety), ISO 14001:2015 (Environment) where applicable.

Proposal submission and evaluation:

• Procurement will follow Balochistan Public Procurement Rules (2014).
• Technical proposals will be evaluated first; financial proposals will be opened only for technically responsive bidders.
• Bid security of 2% must accompany bids in the form specified in the RFP.
• The procuring agency reserves the right to accept or reject any or all bids as per rules.
