Issuer: Strategic Planning & Implementation Unit (SP&IU), Environment Protection & Climate Change Department, Government of the Punjab. Purpose: Hiring of firms for provision of human resources and security services on an as-and-when-required basis through Punjab e-Procurement System (PPS/eP).
Scope: Two service groups advertised:

Key procurement requirements and conditions:
- Bids must be submitted only through the Punjab e-Procurement System (eP). Registered bidders on the eP with valid registration are eligible; joint ventures/consortia allowed.
- Bid validity: 120 days. Bids without specified bid validity will be rejected.
- Bid security equal to 2% of the estimated amount must be provided as specified in the notice.
- Single-stage two-envelope procedure will be followed as per applicable PPRA/Punjab rules.
- Partial or conditional bids may lead to disqualification at technical/evaluation stages; quoting partially for a lot may not be allowed where not permitted.
- Procurement shall be carried out through Punjab e-Procurement System (eP) only. Bidders must submit required documents on the eP and follow digital banking requirements where indicated.
- The procuring agency reserves the right to reject all bids as per relevant procurement rules.
- Bid security of unsuccessful bidders will be returned after completion of the procurement process.
