EOI: Prequalification of Consulting Firms for Third-Party Evaluation/Validation — Ministry of Federal Education & Professional Training

Issuer: Government of Pakistan, Ministry of Federal Education & Professional Training (MoFEPT). The Ministry invites Expressions of Interest (EOI) from well-established, experienced and professionally competent consulting firms, including Joint Ventures (JVs) and consortia, for prequalification to undertake independent Third-Party Evaluation/Validation (TPE/V) of education sector development projects.

Purpose: Prequalification of consulting firms for independent third-party evaluation and validation services. The panel of prequalified firms will remain valid for a period of three (03) years and shortlisted firms may be invited to participate in assignment-specific Requests for Proposals (RFPs) under the applicable PPRA procurement method.

How to apply: Interested firms shall submit their proposals through PPRA e-PADS together with one (01) original hard copy in a sealed envelope addressed to the office below. EOI documents, eligibility criteria, evaluation methodology, lot-specific requirements, scope of services and application procedures are provided in the EOI / Prequalification Document available on PPRA (www.ppra.org.pk) and the Ministry website (www.mofept.gov.pk).

Deadline and opening: EOIs must reach the Ministry on or before 2026-08-20 by 02:00 PM. EOIs will be opened the same day at 02:30 PM in the presence of representatives of applicants who choose to attend.
