EOI: Prequalification of Consulting Firms for Third-Party Evaluation of Education Sector Development Projects

Issuer: Ministry of Federal Education & Professional Training (MoFEPT), Government of Pakistan. The Ministry invites Expressions of Interest (EOI) from well-established, experienced and professionally competent consulting firms, including Joint Ventures (JVs) and Consortia, for prequalification to undertake independent Third-Party Evaluation / Validation (TPE/V) of its education sector development projects.

Scope and purpose: Prequalification of consulting firms for assignment-specific Requests for Proposals (RFPs) under the Public Procurement Rules, 2004 and the PPRA Procurement of Consultancy Services Regulations, 2010. The panel of prequalified firms will remain valid for a period of three (03) years. Interested firms may apply for one or more of the listed lots, subject to meeting prescribed eligibility and evaluation criteria.

How to apply: Detailed eligibility criteria, evaluation methodology, Lot-specific requirements, scope of services and application procedures are provided in the EOI / Prequalification Document, downloadable from the PPRA e-procurement portal and the Ministry website. Proposals are to be submitted through the PPRA e-portal in accordance with instructions in the prequalification document.

Key notes: The procurement follows the Public Procurement Rules, 2004. The prequalification document and supporting information are available on the PPRA e-procurement portal and the Ministry website. The Ministry reserves the right to accept or reject any or all EOIs, or to annul the prequalification process at any stage without assigning any reason.
