EOI: Prequalification of Consulting Firms for Third-Party Evaluation/Validation of Education Sector Development Projects

Issuer: Ministry of Federal Education & Professional Training (MoFEPT), Government of Pakistan. The Ministry invites Expressions of Interest (EOI) from well-established, experienced and professionally competent consulting firms, including joint ventures (JVs) and consortia, for prequalification to undertake independent Third-Party Evaluation/Validation (TPE/V) of Education Sector Development Projects. Prequalified firms will form a panel valid for three (03) years and may be invited to participate in assignment-specific Requests for Proposals (RFPs) under the PPRA procurement method.

Key submission details:

• Deadline for receipt of EOIs: 2026-08-20 by 02:00 PM. EOIs will be opened on the same day at 02:30 PM.
• Submission format: One (1) original hard copy in a sealed envelope addressed to the undersigned.
• Documents & procedures: Detailed eligibility criteria, evaluation methodology, TORs, specific requirements, scope of services and application procedures are provided in the EOI / Prequalification Document.

Remarks: The prequalification process is conducted in accordance with the Public Procurement Rules, 2004. The Ministry reserves the right to accept or reject any or all EOIs or annul the prequalification process at any stage without assigning any reason.
