EOI: Prequalification of Consulting Firms for Third-Party Evaluation/Validation of Education Sector Projects

The Ministry of Federal Education & Professional Training (MoFEPT), Government of Pakistan, invites Expressions of Interest (EOI) from well-established, experienced and professionally competent consulting firms, including Joint Ventures (JVs) and consortia, for prequalification to undertake independent Third-Party Evaluation / Validation (TPE/V) of Education Sector Development Projects. The prequalification process is being conducted in accordance with the Public Procurement Rules, 2004 and PPRA Procurement of Consultancy Services Regulations, 2010. The panel of prequalified firms will remain valid for three (03) years. Eligible firms may apply for one or more of the following lots, subject to prescribed eligibility and evaluation criteria.

How to apply: Detailed eligibility criteria, evaluation methodology, lot-specific requirements, scope of services and application procedures are provided in the EOI / Prequalification Document which can be downloaded from PPRA e-PADS and the PPRA website (www.ppra.org.pk) and the Ministry's website (www.mofept.gov.pk). Interested firms shall submit their proposals through PPRA e-PADS, along with one (01) original hard copy in a sealed envelope addressed to the office of the undersigned.

Deadline & Opening: Proposals must reach the Ministry on or before 2026-08-20 by 02:00 PM. EOIs will be opened the same day at 02:30 PM in the presence of representatives of applicant firms who choose to attend.
