Public Health Engineering Division Lasbela: Tender for WSS Lakhra–Liari Pipelines (BSDI Phase III)

Public Health Engineering, Division Lasbela invites sealed E-Bids under BSDI Phase - III (2026-2027) based on the Composite Schedule of Rates (CSR) 2026, Government of Balochistan, for water supply pipeline works. Non-refundable tender fee Rs. 2,000/- for E-Bid to be deposited under Head of Account C02726 through NBP.

Eligibility & required documents: Firms/contractors (authorized dealer of manufacturer) with valid Pakistan Engineering Council (PEC) registration in the relevant category and specialization; valid registration with FBR for Income Tax, Sales Tax and BRA with all returns shown active and online verifiable. Three work orders of similar nature (water supply works) equal to 80% of the estimated cost completed in the last 03 years with completion certificates. Financial soundness and required turnover as per bidding documents. Undertaking on judicial stamp paper and company letterhead that the firm has never been blacklisted by any Government/Semi-Government organization, attested by a first class Magistrate. Authorized representative must present a specific authorization letter/deed on non-judicial stamp paper (Rs.100) attested by a first class Magistrate. All technical and financial bid pages must be signed, stamped and serially marked. No cutting/overwriting; bids must be clearly written in words.

Procurement method & bid security: Single Stage Two Envelope bidding procedure in accordance with Balochistan Public Procurement Rules, 2014. Each bid must be accompanied by bid security in the form of a Call Deposit/Bank Guarantee equal to 2% of the quoted amount issued by a scheduled bank in favor of the undersigned. Bids without prescribed bid security will be rejected as non-responsive. Where applicable, bank guarantee (CDR/Bank Guarantee) must be submitted with the financial bid.

Tender fee, submission & opening: Tender fee Rs. 2,000/- (non-refundable) for E-Bid. Bid submission deadline: 2026-08-24 before 12:00 PM. Bid opening: same day at 01:00 PM.
