Issuer: Ministry of Federal Education & Professional Training (Government of Pakistan). The Ministry invites Expressions of Interest (EOI) from well-established, experienced and professionally competent consulting firms, including joint ventures and consortia, for prequalification to undertake independent third-party evaluation/validation (TPE/VE) of Education Sector Development Projects.
Scope and regulatory basis: Prequalification is being conducted in accordance with the Public Procurement Rules, 2004 and the PPRA Procurement of Consultancy Services Regulations, 2010. Prequalified firms will remain valid for a period of three (03) years and may be invited to participate in assignment-specific Requests for Proposals (RFPs) under applicable PPRA procurement methods. Firms may apply for one or more lots subject to meeting prescribed eligibility and evaluation criteria.

How to apply: Detailed eligibility criteria, evaluation methodology, lot-specific requirements, scope of services and application procedures are provided in the EOI/Prequalification Document. Documents can be downloaded from PPRA e-PAQS, the PPRA website (www.ppra.org.pk) and the Ministry website (www.mofept.gov.pk). Proposals must be submitted through PPRA e-PAQS. Firms are also required to submit one (1) original and one (1) copy in a sealed envelope addressed to the office of the undersigned.
Submission & opening: Physical proposals are to be delivered to the Project Unit address below; EOIs will be opened in the presence of representatives of applicants who choose to attend. The Ministry reserves the right to accept or reject any or all EOIs, or annul the prequalification process at any stage without assigning any reason.
