University of Sufism and Modern Sciences (USMS), Bhitshah (Sindh) invites sealed bids on single stage one envelope procedure (Procurement Method: EPADS) for the construction of External Drainage and Sewerage Works.

Bid Security: PKR 3,500,000 (Three Million Five Hundred Thousand Only) in the shape of Pay Order, Call Deposit, or Bank Guarantee in favor of University of Sufism and Modern Sciences, Bhitshah.

Key Eligibility & Mandatory Documents (summary):

• Income Tax returns filed for the last 03 years with documentary proof.
• Audit report / bank statement showing average turnover of the firm for last 03 years: PKR 80 million.
• Details of equipment & machinery and transport owned by the firm/contractor with documented proof.
• Valid Pakistan Engineering Council (PEC) registration in relevant category C-4 or above with specialized codes for construction of external drainage works (CE-09, CE-10, CE-11, CE-12 as applicable).
• Affidavit on original stamp paper confirming the firm has never been blacklisted and is not involved in litigation with any government, semi-government, or autonomous body.
• List of similar projects executed in the last 05 years with at least 03 projects and documentary proof (work orders and completion certificates). (As stated in tender documents.)
• Valid registration with tax authorities (FBR, Sindh Revenue Board) and proof of active taxpayer status.
• One original set of bid documents and BOQ duly signed & stamped by the contractor must be submitted at the time of tender opening.

Other Conditions: Bids will be rejected if submitted by blacklisted firms, unsigned/unstamped documents, conditional or telegraphic bids, late submissions, or bids not accompanied by the required bid security. Bid validity: 90 days from the date of opening. Tender fee and bid security must be submitted as specified in the Tender Documents.

Downloads & Submission: Bidding documents and detailed terms are available on the university and PPRA websites (EPADS). In case of a public holiday or non-working day due to force majeure, the next official working day will be considered for issuance, submission and opening.
