RUDA Tender: Infrastructure Development of 14.5 km Right Promenade, Lahore (Two Packages)

Ravi Urban Development Authority (RUDA), Government of the Punjab, invites sealed bids (Single Stage Two Envelope procedure) for infrastructure development of the 14.5 km Right Promenade of River Ravi (RD 000+000 near Fateh Rehan to RD 47+500 near Ravi Railway Bridge). Scope includes 3-lane dual carriageway on the proposed upper promenade, embankments, electrification, drainage, ancillary works and connectivity with Lahore Eastern Bypass (LEBP) as per approved specifications.

Key Conditions & Instructions:

Payment for executed works will be made on a 50% deferred payment basis as per bidding documents. Bidding shall follow RUDA Procurement Regulations 2022. Each bidder may submit one bid (individual or JV). Bids must be accompanied by the specified bid security in PKR in the form of deposit at call or bank guarantee issued by a scheduled bank (foreign bank guarantees must be counter-guaranteed by a scheduled Pakistani bank). Insurance guarantees are not acceptable.

A complete set of bidding documents may be purchased (non-refundable fee Rs. 25,000) from the RUDA office after the stated advertisement period. Bids must be delivered to the address below by the stated submission deadlines. Technical bids will be opened at 12:30 PM on the submission date in the presence of bidders' representatives who choose to attend.
