EOI: Prequalification of Consulting Firms for Third-Party Evaluation of Education Sector Projects — MoFEPT

Issuer: Ministry of Federal Education & Professional Training (MoFEPT), Government of Pakistan.

Purpose: Expression of Interest (EOI) for prequalification of well-established, experienced and professionally competent consulting firms (including joint ventures/consortia) to undertake independent Third-Party Evaluation/Validation (TPE/V) of education sector development projects and programmes. The panel of prequalified firms will remain valid for a period of three (03) years.

Eligibility & application method: Interested firms may apply for one or more Lots subject to prescribed eligibility and evaluation criteria in the prequalification document. The prequalification document, including detailed eligibility criteria, evaluation methodology, lot-specific requirements, scope of services and application procedures, can be downloaded from PPRA e-PADS, the PPRA website (www.ppra.org.pk) and the Ministry website (www.mofept.gov.pk). EOIs must be submitted through PPRA e-PADS along with one (01) original hard copy in a sealed envelope addressed to the office below.

Key dates & conditions: EOIs must reach the office of the undersigned on or before 2026-08-20 by 02:00 p.m. EOIs will be opened the same day at 02:30 p.m. in the presence of applicant representatives who choose to attend. EOIs received after the prescribed date and time will not be entertained. The Ministry reserves the right to accept or reject any or all EOIs or to annul the prequalification process at any stage in accordance with the Public Procurement Rules, 2004.
