HAZECO E-Bids: Rehabilitation & Reconstruction of Boundary Walls at 132kV Grid Stations Balakot and Oghi

Hazara Electric Supply Company (HAZECO), Abbottabad invites e-Bids (NCB, Single Stage One Envelope) from contractors registered with PPRA ePADS and PEC (renewed for 2026-27) for rehabilitation and reconstruction of tilted and fallen portions of boundary walls at two 132kV grid stations.

Key eligibility & requirements: Registration with PPRA (use of ePADS) and valid Pakistan Engineering Council (PEC) registration renewed for 2026-27 in the required financial categories and codes; minimum five (5) years construction experience; active taxpayer (FBR, KPRA, Sales Tax); not a Joint Venture; completion of at least two similar contracts in the last five years where each contract value is at least 50% of the estimated cost. Bidders must provide audited financial records for the last three years (ICAP-registered firm).

Financial capacity: AATO equal to 70% of the estimated cost and Financial Resources/Cash Flow equal to 30% of the estimated cost.

Bid security & documents: 3% Bid Security of the estimated cost in the form of CDR (original + copy) from a scheduled bank in Pakistan, in favor of Hazara Electric Supply Company (HAZECO), Abbottabad, to be submitted before bid closing. Bidders quoting more than 10% below or above the engineer's estimate must also submit an additional 2% bid security. Bids failing to meet requirements will be rejected as non-responsive.

Submission & availability of documents: National Competitive Bidding (NCB) via e-PADS portal (e-bidding). Bidding documents and instructions are available on ePADS and at the office of the Project Director (GSC), HAZECO, Abbottabad. Interested bidders must apply through the e-PADS portal and follow PPRA/ePADS procedures.
