Issuer: National Database and Registration Authority (NADRA), Ministry of Interior & Narcotics Control, Government of Pakistan. NADRA invites electronic bids for the purchase of branch-level Next-Generation (NG) firewalls and related hardware/support under Tender No. NADRA-HQ-RFB-91/2026 (reference P73801, e-Pads v2.0).
Eligibility and procurement method:
- Eligible bidders must be registered for Income Tax and Sales Tax and be on the Active Tax Payers List (ATL) of the FBR.
- Single Stage–Two Envelope method will be adopted. Lowest Cost Based Selection (LCBS) will be used for evaluation in line with the Public Procurement Rules, 2004.
Pre-bid meeting:
- Date & time: 5 August 2026 at 11:00 hrs.
- Venue: Procurement Department, HQ NADRA, G-5/2, Islamabad.
Bid submission, security and documents:
- All bids must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0.
- Bid security is required in the form of Bank Draft, Pay Order or Bank Guarantee.
- Vendors must also submit hard copies of NTN certificate, Sales Tax registration proof, Business registration proof and an undertaking of non-blacklisting on company letterhead along with the original bid security on or before the bid submission deadline at the address below.
- Manual submission of bids will not be entertained. NADRA reserves the right to reject all bids as per Rule 33 of PP Rules 2004.
- Note: Procuring agency will not be responsible for any technical issues at EPADS related to the bidder's module; bidders are solely responsible for timely submission.
