Purpose: To engage qualified firms, companies and service providers for providing/deploying visiting faculty, contractual managers and other support staff for STEVTA institutes across Sindh. Bidders must be registered with Income Tax and Sales Tax authorities where applicable.
Key Eligibility & Qualification Requirements:

| Financial Strength | Minimum estimated annual contract turnover for the respective package during the last 3 years (evidence via audited accounts, income tax return, annual turnover certified by Chartered Accountant or financial statements submitted to SECP). |
| Capacity | Profiles of relevant staff and the key professional capacity to deploy skilled faculty and staff across Sindh; robust payroll system; monitoring and grievance systems; use of digital tools in managing staff. |
| Credibility | Firms/organizations should not have been blacklisted or debarred by any law enforcement agency/organization in Pakistan. Affidavit and non-blacklisting declarations are required. |
| Tax Compliance | Bidder must be on the Active Taxpayer List of the FBR and must have filed income tax returns for the last three years. |
| Client List | List of services provided in public/private sector organizations. |
Other Important Notes: Only bidders fulfilling both technical and financial evaluation criteria will qualify for contract award. Electronic bids must be completed and submitted through the EPADS portal by the deadline. Physical bid security (Pay Order/Demand Draft) and any required documents must accompany the bid as prescribed in the tender document. STEVTA reserves the right to accept or reject any bid subject to applicable procurement rules.
