Sukkur Electric Power Company (SEPCO) invites sealed/electronic bids (item-wise) from eligible printing firms, suppliers and bidders for the printing of Electricity Consumer Bill Forms on an FCS basis (free delivery to consignee’s stores). Procurement will follow PPRA Rule 36(a) under the Single Stage–One Envelope Procedure via EPADS v2.0.

Eligibility & requirements: Vendors (registered or non-registered) from WAPDA/DISCOs/GENCOs/NGOs may participate but must meet eligibility criteria in bidding documents. Bidders must be registered with Income Tax and Sales Tax authorities and listed on the FBR Active Taxpayers List (ATL).
Submission & documents: All bids must be submitted electronically on EPADS v2.0 (https://epads.gov.pk). Vendors not registered on EPADS v2.0 should register via https://vendors.epads.gov.pk. E-bidding documents containing full terms, conditions and specifications are available on EPADS. Manual bids will not be accepted.
Bid security & validity: Each e-bid must be accompanied by the required bid security (fixed amount) in the form of a Bank Guarantee / CDR / Banker’s Cheque in favor of Chief Executive Officer SEPCO Sukkur. Scanned copy of bid security must be uploaded on EPADS v2.0 and the original must be submitted to the Procuring Agency on or before the closing date/time of e-bid submission. Bid validity period is 90 days; the bank instrument must remain valid for an additional 28 days beyond the validity date.
Pricing & other conditions: Bidders must quote firm and final prices; no escalation in cost after bid opening will be entertained. E-bids will be opened on the same day using EPADS v2.0.
