Issuer: Pakistan Railways (Director P&L / Division Superintendent). Public open auctions will be held for railway land proposed for shops, cultivation, godowns, tanneries, parking stands, poultry sheds, model bazaars and other specified uses. Bidding will be open and highest offered open bids will be announced in the presence of participants by the auction committee.

Other important conditions:
- All bidders must deposit refundable bid security (CDR) at least one hour before start of auction as specified for each category. Bid security will be refunded to unsuccessful bidders after completion of auction proceedings; it may be forfeited if the successful bidder fails to deposit payable amounts.
- Successful bidder for new shops must deposit 100% premium at auction. For parking stands successful bidder must pay 30% of offered bid as annual rent at the time of auction; for other leases 50% of offered annual rent is payable at auction (as applicable and stated).
- Ex-licensees who are not defaulters and not in litigation with Pakistan Railways will be given first right of refusal if they participate in the auction.
- Lessees shall pay all government taxes, duties, registration fees and other charges as applicable. Defaulters from government organizations are barred from participation; deposits of ineligible bidders will be forfeited.
- All auctions and leases shall be governed by Railway Property & Land Rules-2023. The Competent Authority reserves the right to accept/reject bids or withdraw sites without assigning reasons.
