WASA Rawalpindi Invitation to Bid – Security Services (Supervisor + 29 Armed Guards)

Issuer: Water and Sanitation Agency (WASA), Rawalpindi (Liaquat Bagh, Murree Road, Rawalpindi). WASA Rawalpindi invites sealed bids for provision of security services at various WASA installations in Rawalpindi and Islamabad for the period 2026-09-01 to 2027-08-30 (extendable subject to performance).

Key details:

Submission & procurement procedure: Single-stage, two-envelope bidding (Financial Bid / Proposal and Technical Bid / Proposal). Bidders must register and submit bids through the Punjab E-Procurement System (E-PAD). Manual bids are not acceptable.

Bid security: PKR 100,000 (one lac) in the form of deposit at call / bank draft in favor of Managing Director, WASA Rawalpindi. Original bid security must be submitted to the Office of the Director (Administration) before the closing date/time, otherwise the bid will be considered invalid.

Eligibility & pre-qualification requirements include (summary): valid registration on Punjab E-Procurement, compliance with Government of Punjab directives, registration with FBR and Punjab Revenue Authority, active taxpayer status, valid license of security company from the concerned authority, affidavit on stamp paper confirming bidder is not blacklisted, compliance with prevailing labour laws (minimum wages, social security, EOBI), responsibility for applicable taxes, and at least five (05) previous contracts of similar nature with documentary evidence and permanent staff details.
