FBR Tender: Authorized Vendors for Installation & Maintenance of Production Monitoring System (Paper & Paperboard)

Issuer: Federal Board of Revenue (FBR), Headquarters Islamabad. FBR invites sealed bids from eligible vendors for the installation and maintenance of a production monitoring solution across the paper and paperboard sector for a three-year authorization period.

Eligibility: Vendors must be registered with PPRA e-PADs, registered with Income Tax and Sales Tax departments, and listed on FBR's Active Taxpayers' List. Bidders must submit technical and financial proposals under a two-stage bidding procedure including Proof of Concept (POC) requirements and evaluation.

Procurement & process notes: Bidding documents are available on FBR and PPRA websites and are free of cost. The procurement follows a two-stage procedure: Stage 1 technical proposals (including indicative price per installation and component breakdown) and Stage 2 submission of finalized technical proposals and firm financial offers for shortlisted bidders. Successful technical bidders will be required to conduct a POC which will be evaluated against defined criteria. All bids must be accompanied by the specified bid security and submitted in sealed envelopes by the deadline.
