SEPCO (Sukkur) Invitation to E-Bids for Printing Electricity Consumer Bill Forms

Issuer: Sukkur Electric Power Company (SEPCO). SEPCO invites sealed/electronic item-wise bids from eligible printing firms, suppliers and bidders for printing electricity consumer bill forms on an FCS (free delivery to consignee’s stores) basis via EPADS v2.0.

Important procurement details:

- Procurement method: PPRA Rule 36(a), Single Stage-One Envelope Procedure on FCS basis (free delivery to Consignee’s Store). Consignees: Regional Store SEPCO Rohri & Larkana.

- Eligibility: Firms (WAPDA/DISCOs/GENCOs/NGOs registered and non-registered firms) must meet eligibility criteria in bidding documents. Bidders must be registered with Income Tax and Sales Tax authorities and be on the Active Taxpayers List (ATL) of FBR.

- Registration & submission: E-bidding documents and submission via EPADS v2.0: https://epads.gov.pk. Vendors can register at https://vendors.epads.gov.pk. A tutorial is available on YouTube (link provided in bidding documents).

- Bid security: All e-bids must be accompanied by the fixed bid security amount as specified in the bidding documents in favor of Chief Executive Officer SEPCO Sukkur in the shape of Bank Guarantee / CDR / Banker’s Cheque from any scheduled bank of Pakistan. Original bid security must be submitted to the Procuring Agency on or before the closing date & time.

- Bid validity: 90 days. Bank instrument shall remain valid for an additional 28 days beyond the validity date.

- Electronic bids must be submitted using EPADS v2.0 on scheduled date & time. Manual bids will not be accepted.
