LESCO Tender Notice No.03 (2026-27) – Outsourcing Maintenance Works of HT/LT Distribution Network

Issuer: Lahore Electric Supply Company (LESCO) – Chief Engineer (O&M) Distribution, LESCO Lahore. LESCO invites sealed electronic bids through the E-PADS portal on a Single Stage One Envelope basis for outsourcing maintenance works of HT/LT distribution networks for multiple operation circles.

Important submission and eligibility details:

• Bidding method: Electronic bids via E-PADS (www.eprocure.gov.pk) using Single Stage One Envelope tendering; bids evaluated on percentage above/below basis under PPRA rules.
• Eligibility: Contractors duly licensed by Pakistan Engineering Council (PEC) and renewed for 2026-27 (or 2025-26 with deposit slip for 2026-27) as specified in bidding documents.
• Availability of documents: Complete bidding documents can be downloaded from the E-PADS portal and are available until 11:00 AM on 2026-07-29.
• Bid security: Original bid security in an acceptable form (as specified in bidding documents) must be delivered physically to the Chief Executive Officer, LESCO Headquarters, Lahore by 11:00 AM on 2026-07-29. A scanned copy must also be uploaded to E-PADS.
• Submission & opening: Bids must be submitted by 11:00 AM on 2026-07-29. Bids will be opened through E-PADS at 11:30 AM on 2026-07-29.
• Performance security: Successful bidder must deposit performance security (10% as per letter of acceptance) within 14 days in the form required (bank guarantee/pay order/CDR). Insurance guarantees are not acceptable as performance guarantee.
• Further notes: The employer will publish evaluation report on the E-PADS portal. Detailed conditions, evaluation criteria and required documents (including original CDR/Pay Order) are provided in the bidding documents.
