E-Tender: Transport (Pick-and-Drop) Services for Workers Welfare School (Boys), Jhelum (2-year contract)

Purpose: Invites e-bids from financially sound, experienced and Income-Tax registered firms for hiring transport services to provide pick-and-drop facilities to students of the school for two academic years (2026–27 & 2027–28).

Key conditions and requirements:

• Bidding documents and detailed terms are available free on EPADS.
• All bids must be submitted through the E-Pak Acquisition and Disposal System (E-PADS); manual bids will not be accepted.
• Only firms registered on EPADS and Income-Tax registered are eligible.
• Vehicles offered must be model 2015 or later (documentary evidence required).
• Earnest money: Call Deposit Receipt (CDR) equal to 2% of the estimated contract cost; original physical CDR must be submitted to the school office before the e-bid closing time — failure to submit original CDR will result in immediate rejection of the technical bid.
• Bidding procedure: Single Stage, Two Envelopes (technical and financial). Technical documents must be uploaded and stamped as required.
• Participating firms must obtain at least 70% marks in the technical evaluation to qualify for financial bid opening.
• Successful bidder must provide Performance Guarantee in the form of a CDR equal to 5% of the contract amount at or before signing the contract.
• The procuring agency reserves the right to accept or reject any or all bids as per PPRA Rules.

Submission notes: Submit bids on EPADS by or before 11:00 a.m. on 2026-07-11. Technical bid opening will follow on the same day at 11:30 a.m.; financial bids will be opened as scheduled. In case of any holiday the next working day will be considered for opening/receiving of tenders.
