Health & Population Department Punjab — Invitation for E-Bids for Framework Procurement of Goods (FY 2026-27)

Issuer: Health & Population Department, Government of the Punjab. Invitation for e-bids for a framework contract for the procurement of goods for the financial year 2026-27.

Bidding procedure: Single stage – two envelope bidding procedure as per Rule 38(2)(a) of the Punjab Procurement Rules 2014 (Amended). Interested eligible bidders may obtain bidding documents and detailed specifications from the websites of the Punjab Procurement Regulatory Authority and the Health & Population Department. Bidding documents may be downloaded free of cost.

Submission instructions: Bids must be submitted online through the E-Pak Acquisition and Disposal System (EPADS) portal. Original bid security (in the form of Bank Guarantee, CDR, Pay Order, Bank Draft or Call Deposit) in favour of the Health & Population Department must be submitted physically to the office of the Section Officer (General), 1-Birdwood Road, Lahore. Only bids submitted via EPADS will be entertained.

Additional notes: All assessment, procurement, receiving, opening and awarding shall be governed by the Punjab Procurement Rules 2014 (Amended). Bidders are advised to ensure uploading of bids on EPADS well before the deadline.
