RFP: Hiring Consultancy Services for MHVR/A in Balochistan (PDMA Balochistan)

Directorate of Natural Calamities & Other Disasters (PDMA Balochistan) invites electronic proposals on the Electronic Public Procurement System (EPPS) for hiring consultancy services for MHVR/A in Balochistan under Balochistan Public Procurement Rules 2014.

Eligibility & Qualification Requirements: Firms must be registered with FBR (Income Tax) and Balochistan Revenue Authority (BRA), appear on the Active Taxpayers List (ATL), hold PEC/PCAD registration as a consulting engineering firm, and must not be blacklisted by any procuring agency. The bidder must have completed at least one MHVR/A assignment in Balochistan territory, demonstrate a turnover of at least 49,500,000 PKR over the previous three years, and provide original/verified supporting documents. BRA registration certificate and other mandatory evidence must be uploaded.

Procurement Procedure & Financials: Single-stage, two-envelope bidding procedure. Bidders must attach bid security equal to 2% of the bid amount (from a scheduled bank) in the name of the undersigned. Financial proposals of only those consultants whose technical proposals are accepted will be opened. Selection will follow the evaluation criteria in the RFP. Incomplete proposals will be rejected.

Submission & Key Dates: Only electronic bids via EPPS are accepted; no physical bids. Last date for submission: 2026-09-21 by 11:30 AM. Tender opening: same day at 12:30 PM at the office of the undersigned.
