Project Management & Implementation Unit, Sindh Social Protection Authority (SSPA) invites Expressions of Interest for the selection of individual consultants for a World Bank financed assignment (Credit No. IDA/7279-PK). Shortlisted consultants will be hired under open competitive selection in accordance with World Bank Procurement Regulations for IPF Borrowers. Terms of Reference (TORs) and detailed information are available on SSPA procurement pages.

1 Impact Evaluation Specialist 01
  • Advanced degree in Economics, Econometrics, Statistics or related field.
  • Strong background in impact evaluations: experimental and quasi-experimental designs, causal inference, survey methodology, sampling and power calculations.
  • Skills in econometrics, mixed-methods integration and effectiveness measurement.
  • Proficiency in statistical software: Stata, R or Python; good QA/QC and reproducible research practices.
2 Procurement / Contract Management & Supply Chain Specialist 01
  • Degree in Procurement, Business, Supply Chain Management, or related discipline.
  • Experience in public procurement, contract management, supplier management and procurement procedures for donor-financed projects.
  • Familiarity with World Bank procurement regulations for IPF.
3 Software Engineer / IT Specialist 01
  • Degree in Computer Science, Software Engineering or related field.
  • Experience with software systems, infrastructure and application development.
  • Knowledge of programming languages and frameworks referenced: PHP (Laravel), Flutter, MySQL, JavaScript (Next.js, React), Java/Kotlin, Python (FastAPI), Angular and related stacks; SQL and backend/frontend development.
  • Familiarity with quality models and standards such as ISO 27001, CMMI and software QA practices.
