NICL Procurement Notice — Procurement of Non-Consultancy Services (Open Competitive Bidding)

Issuer: National Insurance Company Limited (NICL) — Owned by the Government of Pakistan.

Purpose: Procurement of non-consultancy services through a public competitive procurement process.

Procurement Method: Single-Stage Two-Envelope procedure under the Public Procurement Rules with Quality-and-Cost-Based-Selection (QCBS) technique where applicable.

Submission & Registration: Bidders must be registered and submit bids via the e-procurement / e-bidding platform EPADs v2.0 (https://www.epads.pk). Relevant bidding documents and instructions are available through the EPADs portal and NICL’s e-procurement interface.

Eligibility & Bid Security: Only eligible/registered firms may participate. Bids must be accompanied by the required bid security in the prescribed form (e.g., pay order/bank guarantee) as specified in the bidding documents.
