NEPRA Notice of Hearing — Petition to Modify Haveli Bahadur Shah (HBS) Tariff Determination

The National Electric Power Regulatory Authority (NEPRA) will hold a public hearing on a petition filed by National Power Park Management Company (Pvt.) Ltd. (NPPMCL) seeking modification of NEPRA's tariff determination for the Haveli Bahadur Shah (HBS) power project dated 2025-02-03. The Authority will consider the petition and hear interested stakeholders on the points raised by the petitioner.

Key issues the Authority will examine include whether the bidding process complied with applicable procurement rules, the basis and entitlement for claimed additional costs (including a claimed amount of Rs. 3,969.13 million versus a previously approved maximum cap of Rs. 3,188.33 million), interpretation of contract Clause 70 regarding escalation, and any other issues the Authority deems relevant.

Participation instructions: Any interested person wishing to intervene must file a written intervention request within seven (07) days from the date of publication of this notice. The intervention must state the applicant's name, address, interest in the matter, the grounds of the intervention and be accompanied by copies of relevant documents. Copies of all filings should be served on the petitioner and the Registrar, NEPRA, in accordance with Rules 6 & 7.
