CDA Environment Wing RFP for Transaction Advisory Services for Multiple PPP Projects in Islamabad

Issuer: Capital Development Authority (CDA), Environment Wing. CDA invites electronic Technical and Financial Proposals (Single Stage – Two Envelope) under Rule 36(b) of the Public Procurement Rules, 2004 for hiring Transaction Advisors for feasibility studies and transaction advisory services on multiple Public-Private Partnership (PPP) projects in Islamabad. Selection will follow Quality and Cost Based Selection (QCBS).

Eligibility: Prospective firms/consortia duly enlisted with relevant regulators in appropriate categories and codes, holding valid registration/licenses, NTN and GST registration with FBR. Proposals must include separate Technical and Financial envelopes and the required bid security amounts as listed below.

How to obtain RFP / submit proposals: RFP documents and electronic submission are available through EPADS at http://eprocure.gov.pk. Proposals must be submitted online through EPADS in accordance with the RFP instructions. Project-related information and clarifications are available from the Office of DDG-II (Environment), CDA.

Key dates and meetings: Pre-bid / clarification meeting: 2026-08-25 at 12:00 hrs in the Conference Room, DG Environment Office, Fatima Jinnah Park (near Gate No.1), F-9, Islamabad. Last date/time for electronic submission: 2026-09-04 at 12:00 hrs. Technical bids will be opened the same day at 12:30 hrs via EPADS.
