Procurement Method: National competitive procurement using a Request for Bids (RFB) Single-Stage One-Envelope, in accordance with the World Bank's "Procurement Regulations for IPF Borrowers" — November 2020. Bidding is open to all eligible bidders as defined in the Procurement Regulations.

How to obtain bidding documents: Interested eligible bidders may obtain further information and inspect the bidding documents from the Procurement Specialist at the Project Management Unit, Board of Revenue. Documents may be inspected or requested during office hours (0900–1700). Bidding documents are available free of cost and are also available on the PULSE procurement webpage.

Submission and opening: All bids must be delivered to the address below before 11:00 AM on September 16, 2026. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of bidders' designated representatives and any who choose to attend immediately after bid submission on September 16, 2026.

Bid security: All bids must be accompanied by a Bid Security. The amount and currency of the Bid Security for each LOT are shown in the table below.
