Pakistan Railways Invites PPP Proposals to Rehabilitate Closed Schools (RUOT) — 30-Year Concession

Pakistan Railways Headquarters, Lahore invites proposals from reputable national firms/companies to rehabilitate, upgrade, operate and transfer (RUOT) closed/non-operational Pakistan Railway schools on a Public-Private Partnership basis for a concession period of 30 years, including a 2-year mobilization period. The projects cover: PR Industrial School, Quetta; PR Secondary School, Kot, Karachi; and PR Secondary School, Pipri, Karachi.

Request for Proposal (RFP) and bidding documents are available for information on Pakistan Railways (http://www.railways.gov.pk) and PPRA websites; a hard copy may be obtained from the Director General/Education on payment of Rs. 10,000. A pre-bid conference will be held on 2026-08-05 at 11:00 AM at the Director General/Education office, Pakistan Railways Headquarters, Empress Road, Lahore. Technical and financial proposals (separate submissions and separate bid securities for each project) must be submitted by 2028-08-25 at 02:00 PM; technical proposals will be opened at 02:30 PM the same day.
