Procurement method: Open Competitive Bidding under Rule 20 of the Public Procurement Rules, 2004 using Single Stage – Two Envelope Procedure (Rule 36(b)). Bidding documents with detailed specifications, terms and conditions are available on ePADS and PPRA websites. Bids must be submitted through ePADS and may also be submitted in hard form at the office of the Project Director, Border Health Services – Pakistan, Karachi by 01:00 PM on the respective date. Technical bids will be opened the same day at 01:30 PM. Financial bids of only technically responsive bidders will be opened subsequently after technical evaluation in accordance with PPRA Rules, 2004.
Procurement is subject to availability/release of PSDP funds for the financial year 2026–27. The Procuring Agency reserves the right to accept or reject any or all bids under Rule 33 of the Public Procurement Rules, 2004.
