REDAMCO Invitation for Sealed Bids — Long-term Lease of Mardan Railway Yard (33 Years)

Railway Estate Development & Marketing Company (Pvt) Ltd (REDAMCO), a subsidiary of the Ministry of Railways, invites sealed bids under a Single-Stage, Two-Envelope procedure for long-term lease (public-private partnership) of Pakistan Railways prime land at Mardan Station yard on a 33-year lease (extendable for another 33 years).

Key submission and meeting dates:

- Pre-bid meeting: 2026-08-18 at 02:00 PM at REDAMCO Head Office (attendance via Zoom available).

- Last date for submission of bids: 2026-09-03 by 02:00 PM at REDAMCO Head Office.

- Technical bid opening: 2026-09-03 at 02:30 PM at REDAMCO Head Office.

Bidding overview and requirements:

- Mode: Single-Stage, Two-Envelope. Bidders should submit Technical Proposal and Financial Proposal in separate sealed envelopes as specified in the bidding documents.

- Offer basis: Bids offered against Reserved Price / Benchmarks on a one-time (non-refundable) Premium / Commitment Fee and Gross Revenue Share for grant of lease rights.

- Commitment fee (non-refundable) and benchmark for gross revenue share are indicated in the bidding document (see table below for the Mardan yard benchmarks).

- Bid security and commitment fee must be attached with the Technical Proposal in the shape of CDR/Bank Draft in favor of Railway Estate Development & Marketing Company (Pvt) Limited, as per bidding document requirements.

- Bidders must submit sealed bids to REDAMCO Head Office by the stated deadline. Bids received after the deadline will not be entertained.
