Rawalpindi Cantt: E-Bidding for Desilting of Drains/Nullah (EPADS V2.0)

Issuer: Military Lands & Cantonments Department, Rawalpindi Cantonment Board (The Mall, Rawalpindi Cantt). Notice inviting e-bidding under Single Stage One Envelope procedure via EPADS v2.0.

Key instructions and requirements:

- Bidding documents are available only on the PPRA and EPADS v2.0 portals. Manual/hardcopy submissions will not be accepted.

- Bids must be prepared and submitted electronically through EPADS v2.0 on or before 2026-07-16 at 13:00; bids will be opened the same day at 13:30.

- Vendors not yet registered on EPADS v2.0 must register via the EPADS vendor portal (https://vendors.epads.gov.pk).

- A bid security equal to 2% of the estimated cost (Rs. 496,984) in the form of a Call Deposit Receipt (CDR) issued by a scheduled bank in favor of Cantonment Executive Officer, Rawalpindi Cantonment Board is required. A scanned copy of the CDR must be uploaded with the e-bid; the original CDR must be submitted prior to bid opening.

- Procurement will follow Open Competitive Bidding (Single Stage One Envelope) in accordance with PPRA Rules 2004 (Rule 36(a)), adopting Least Cost Based Selection (LCBS).

- A Grievance Redressal Committee has been constituted and relevant PPRA/EPADS portals carry the applicable procedures.

- The successful/selected bidder will be responsible for cleaning, clearing and maintaining all drains during the forthcoming monsoon season and ensure drains remain free from blockages and obstructions up to 2026-09-30.

- Firms/contractors blacklisted by any Government / Semi-Government organization are not eligible to participate.
