Invitation to Bid — Road Improvement & Metalling Works in Ghizer (GBLA-21 & GBA-20)

Issuer: Gilgit-Baltistan Communication & Works Department (GB C&WD), Office of the Executive Engineer, B&R Division C&WD Ghizer. The department invites sealed single-package tenders (SSTE) from Pakistan Engineering Council (PEC) licensed firms/contractors (eligible category/code) for road improvement and metalling works in Ghizer. PEC registration must be valid up to 30 June 2026.

How to obtain bidding documents: Submit a written application with required documents (PEC valid registration up to 30 June 2026, renewal fee receipt for 2025-26, CNIC, NOC for "No Sick project & No Litigation Certificate" and CDR from any scheduled bank) to the Office of the Executive Engineer B&R Division Ghizer. Cost of bidding documents is non-refundable and must be deposited as instructed.

Bid security: All technical bids must be accompanied by bid security (as stated in the table) in the shape of CDR or bid bond from any scheduled bank in favour of Executive Engineer B&R Division GB C&WD Ghizer. Bids must be delivered to the Executive Engineer office on the dates/times shown above. Bids will be opened 30 minutes after the closing time on the same day in the presence of bidders or their authorized representatives.

Other conditions: Abnormally low bids (below 15% of technically sanctioned cost) require an additional performance guarantee equal to 10% of the difference between the bid and TS cost (in shape of CDR from scheduled bank). Bids having price lower than 25% may be rejected; tied or disputed cases will be resolved per directives of the Chief Engineer, C&WD Gilgit Region. The current C&WD policy and GB PPRA Rules 2022 will be followed. Authorities reserve the right to reject any or all proposals.
