Request for Expressions of Interest — Consulting Services for Restructuring Ministry of IT & Telecommunication (DEEP)

Ministry of Information Technology and Telecommunication (Government of Pakistan) invites Expressions of Interest (Consulting Services — Firms Selection) under the World Bank financed Digital Economy Enhancement Project (DEEP) for selection of consulting firms to provide services for restructuring of the Ministry.

Key eligibility and shortlisting criteria:

- Minimum of ten (10) years of demonstrable and verifiable experience as a consulting firm in similar assignments.

- Completion of at least three (3) projects of similar nature and complexity, including public sector transformation within the last ten (10) years from the date of EOI submission.

- Adequate managerial, technical and local capacity to perform the assignment; availability of senior and dedicated experts to lead and implement the consultancy; and ability to provide demonstrable documentary evidence of past performance.

- Firms may form joint ventures or associate with other firms; in case of joint ventures the partners in the joint venture will be evaluated together.

Submission instructions:

Expressions of Interest must be delivered in written form to the address above (in person, by post, or by e-mail) by the stated deadline. Selection will follow the World Bank’s Procurement Regulations and will be carried out using Quality-and-Cost-Based Selection (QCBS) as reflected in the reference number.
