Office of the Director General (North), Energy Department, invites bids from eligible bidders for execution of solar and street lighting works for Year 2026 under Balochistan Public Procurement Rules 2014.
Issuer: Office of DG (North), Energy Department. Chairman Procurement Committee.
Procurement procedure: Single Stage Two Envelope Bidding Procedure.
Key eligibility and requirements:
- Bidder presence on Active Taxpayer List.
- Bidder must not be blacklisted by any procuring agency of Pakistan.
- Balochistan Revenue Authority (BRA) registration must be active.
- Turnover requirement: at least Rs. 7,000,000 for TSE Nos. at S.No. 1 & 2; Rs. 3,500,000 for TSE Nos. at S.No. 3 & 4, in three subsequent previous years.
- Registration with Pakistan Engineering Council (PEC) C-6 and above (up to 25 million) in relevant category and specialized codes EE11(i), EE11(ii), EE11(ii) (Solar Energy System) and EE11(vv) (Installation of Solar Power LED Street Lighting System) for TSE Nos. 1, 3 and 4.
- Experience: Firm must have completed one assignment of similar nature in the last three years in any Government sector — Solar Street Light System for TSE Nos. 1, 3 and 4; Solar Hybrid Home System for TSE No. 2.
Bid security: Bids must be accompanied by bid security in the form of a Bank Guarantee or Deposit at Call from a scheduled bank. The text specifies 2% where shown for some packages; bidders should follow the bid security percentages indicated for each package.
