Issuer: Federal Investigation Agency (FIA), Zonal Office Faisalabad. Purpose: Outsourcing services of Class-IV staff (Dispatch Rider, Frash, Sweeper) for FIA Faisalabad Zone on least-cost basis under Public Procurement Rules, 2004.

Eligibility and prerequisites:
- Firms must be experienced, reputable and have valid registration with Provincial/Federal government department and relevant tax authorities (FBR & PRA) as active taxpayers.
- Bidders must adhere to the minimum wage rate notified by the Labour & Human Resource Department and include all applicable duties, taxes and charges in PKR when preparing financial bids.
Submission and bidding process:
- Bidding procedure: Single stage — one envelope under Rule 36(a) of PPRA Rules, 2004. Electronic bidding through EPADS v2.0 only; manual submissions are not allowed.
- Registration: All interested bidders must register on https:/vendors.epads.gov.pk and use EPADS v2.0 (www.eprocure.gov.pk). Relevant notice also available on PPRA website (www.ppra.org.pk).
- Deadline for submission: On or before 2026-09-28 at 11:00 AM (bids will be opened the same day at 11:30 AM via EPADS at FIA Zonal Office Faisalabad).
Financial security and payment:
- Bid security: 2% of the quoted price as CDR/Pay Order in favour of FIA Faisalabad Zone (refundable). The CDR/Pay Order must be submitted in hard copy in a sealed envelope to the office before the bid opening.
- Payment: Will be made as per available/released budget and through AGPR, Sub Office, Lahore.
Other conditions:
- Rates quoted will be applicable for one year from commencement. Income Tax, Withholding Tax, PRA & Sales Tax (if applicable) will be deducted as per law.
- The procuring agency reserves the right to accept or reject all bids in accordance with Rule 33 of PPRA Rules, 2004. Notification of the Grievance Redressal Committee (GRC) is available on EPADS.
