Issuer: Quetta Development Authority (Director Works). Procurement under Balochistan Public Procurement Rules - 2014. Electronic bids only via the Electronic Public Procurement System (EPPS) / supplier dashboard.
Purpose: Execution of installation of solarized street lights for Hannaurak, Killi Mirazai and other locations in Quetta for the year 2026 on composite schedule rates (Percentage Rates).

Key conditions and eligibility:
- Tender fee: Rs. 2,000.
- Bid Security: 2% of bid amount in the form of a Bank Guarantee / Deposit at Call from a scheduled bank, in the name of the undersigned.
- Registration requirements: Active Taxpayer on ATL; Balochistan Revenue Authority registration where required; Pakistan Engineering Council (PEC) registration C-4 and above (up to 200 million) in relevant category. Specialized code: EE11 (Solar Energy) and related EE11 subcodes.
- Experience/financial capacity: The bidding firm must not be blacklisted. Must have completed 3 assignments of similar nature. Turnover of at least 126,000,000 PKR in recent years as stated. Bidder must have undertaken/completed at least 3 projects (>=80% similar activities; non-solar items excluded), each costing 250% of estimated cost, undertaken within the last 5 years. No subletting/subcontracting permitted.
- Additional requirements: Affidavit confirming no conflict of interest, not blacklisted, not debarred, no major litigation, no non-performance in the last 5 years and no failure to sign contract with any national or international agency.
