C&W Division‑II Buner — E‑PADS Tender Notice for Road Improvement & PCC Road Works

Government of Khyber Pakhtunkhwa, Communication & Works Department, C&W Division‑II Buner invites electronic bids through the E‑PADS (E‑PAK Acquisition & Disposal) system from eligible firms/contractors in accordance with KPPRA Procurement Rules‑2014 (amended) for multiple road improvement and PCC road works in District Buner.

- Bidding method: Single Stage Single Envelope via E‑PADS. Bids must be submitted electronically on the E‑PADS portal before the stated closing time/date in the full bidding documents.

- Registration: All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Finance Act, 2013 (Act No. XXI of 2013) and possess valid PEC registration for the required category as specified in each package.

- Bid validity: Bids must remain valid for 90 days as specified by KPPRA unless otherwise stated in the tender documents.

- Performance security and other financial conditions: Contractors bidding 10% or more below the Engineer's estimate must submit additional security as per KPPRA notification. Call deposit from scheduled banks is acceptable. Detailed percentages and amounts are provided in the bidding documents.

- Contract award and timelines: Time allowed for completion of work is specified in the NIT and will commence from issuance of the Letter of Acceptance (LOA). The successful bidder must sign the agreement within 28 days of acceptance and furnish required securities.

- Electronic bid opening: Electronic bids will be displayed by the Online E‑PADS system after closing time; bidders/their representatives may attend opening as per instructions in the bidding documents. The employer reserves the right to accept/reject any or all E‑PADS bids as per rules.
