FIA Faisalabad Tender: Outsourcing Class-IV Staff (Dispatch Rider, Frash, Sweeper) – Bid by 2026-09-28

Issuer: Office of the Director, Federal Investigation Agency (FIA), FIA Zonal Office Faisalabad, 51-B Canal Park, East Canal Road, Faisalabad. Tender No.: 01/2026-27.

Purpose: Outsourcing services for Class-IV staff (Dispatch Rider, Frash, Sweeper) for FIA Zonal Office Faisalabad (Non-Consultancy Services). Contract period: 2 years from date of commencement.

Eligibility & registration: Experienced and reputable firms with valid registration with Provincial/Federal government departments and active taxpayer registration with relevant tax authorities (FBR & PRA) may apply. Bidders must register and submit electronic bids through EPADS v2.0 on the e-procurement portal.

Submission method & deadline: Electronic bids only (manual submissions not allowed). Bids must be submitted via EPADS v2.0 on or before 2026-09-28 at 11:00 AM. Bids will be opened the same day at 11:30 AM at FIA Zonal Office Faisalabad through EPADS.

Financial & bid security: Bids must be quoted on least-cost basis under single stage–one envelope procedure (Rule 36(a), PPRA Rules 2004). All bids should include bid security equal to 2% of the quoted price in the shape of CDR/Pay Order in favour of FIA Faisalabad Zone (refundable). The bid security (CDR/Pay Order) must be submitted in hard copy to the office in a sealed envelope before bid opening, otherwise the bid will be rejected.

Conditions: Bidders must quote rates in Pakistani Rupees, adhere to the minimum wage rate notified by the Labour & Human Resource Department, and include all applicable duties, taxes and charges. Quoted rates will remain applicable for one year from commencement. Income tax, withholding tax, PRA and sales tax (if applicable) will be deducted as per law. The procuring agency reserves the right to accept or reject any or all bids in accordance with Rule 33 of PPRA Rules, 2004. Notification of the Grievance Redressal Committee (GRC) is available on the EPADS portal.
