Municipal Corporation Sialkot E-PADS Tender Notice — Rehabilitation/Construction of Capital Road

Office of the Municipal Corporation Sialkot invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System (https://eproc.punjab.gov.pk) for the following development work. Contractors/firms must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27, wherever applicable, and must fulfill all eligibility requirements prescribed in the bidding documents. Procurement will be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System.

Key submission details:

• Bids shall be submitted electronically through the Punjab e-Procurement System only on or before 2026-10-03 at 11:00 AM.
• Bids will be opened electronically the same day at 01:30 PM in the office of the Municipal Corporation Sialkot in the presence of bidders or their authorized representatives.
• Bid documents, instructions, eligibility criteria, specifications, BOQ and conditions of contract may be downloaded free of cost from the Punjab e-Procurement System and the PPRA Punjab website.
• Bid security: Bidders shall submit Bid Security equal to 5% of the estimated cost only through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. The bidder shall generate the PSID from the e-Procurement Portal and arrange for its scheduled bank to issue and transmit the Digital Bank Guarantee through SWIFT MT760 in favour of the Chief Officer, Municipal Corporation Sialkot. Physical bid securities (CDR, Pay Order, Demand Draft, etc.) will not be accepted.
• Bid validity: 90 days from the date of opening unless otherwise specified.
• Performance security: The successful bidder shall furnish a Performance Security equal to 5% of the contract price through SWIFT MT760 in accordance with tender rules; the performance security shall be released after successful completion of the contract.
• Procurement will follow applicable Punjab Procurement Rules, 2014 (as amended). The Procuring Agency reserves the right to verify credentials and reject any or all bids before acceptance in accordance with relevant rules.
