Ministry of Federal Education (Islamabad) — RFPs for Third‑Party Consultancy Services (FDE & FBISE) — Deadline 2026-09-30

Ministry of Federal Education & Professional Training (MoFE&PT), Islamabad, invites Requests for Proposals (RFPs) from eligible and registered consulting firms for Third‑Party Review consultancy services planned under FY 2026‑27 funds. Separate RFPs have been issued through EPADS v2.0 for each of the following departments. Selection will be conducted through Open Competitive Selection using Quality and Cost Based Selection (QCBS) under the Single‑Stage, Two‑Envelope Procedure with 80% weight to Technical Proposal and 20% to Financial Proposal in accordance with the Public Procurement Rules, 2004.

Key instructions and dates:

• RFP documents, Terms of Reference (TORs), eligibility/qualification requirements, scope of services, deliverables and contractual conditions are available on the e‑Pak Acquisition & Disposal System (EPADS) v2.0 at www.epads.gov.pk.
• Submission method: Proposals must be submitted electronically through EPADS v2.0.
• Submission deadline: 2026-09-30 at 11:00 a.m. (local time).
• Technical proposals will be opened electronically on 2026-09-30 at 11:30 a.m.
• Pre‑Proposal Meeting: 2026-09-21 at 11:30 a.m. in the Committee Room, 1st Floor, Block‑C, Ministry of Federal Education & Professional Training, Islamabad.
• Prospective consultants may submit queries for clarification through EPADS.
• The Ministry reserves the right to accept or reject any or all proposals in accordance with the Public Procurement Rules, 2004 (amended).
