Tender: Rehabilitation of Sewerage & Drainage Scheme (Ward 12, Mandaily) — PHED Sheikhupura

Executive Engineer, Public Health Engineering Division (PHED), Sheikhupura invites e-bids through the EPADS 2.0 portal (Punjab PPRA) for approved deposit development works for the financial year 2026-27. Single Stage Two Envelope (SSTE) procedure will be followed; technical and financial bids must be submitted separately via EPADS.

Key requirements and instructions:

- Eligible bidders: Registered contractors/firms with valid Pakistan Engineering Council (PEC) license with codes CE01, CE09 or ME06 as applicable for the year 2026-27.

- Registration & submission: Bidders must be registered on the EPADS 2.0 portal (www.epads.punjab.gov.pk) and submit Technical and Financial bids electronically via EPADS.

- Bid security: All e-bids must be accompanied by bid security of 5% of the estimated cost in favour of Executive Engineer PHED Sheikhupura, as per Punjab instructions.

- Deadline & opening: Technical and financial bids (via EPADS) must be submitted by 2026-09-28 up to 10:30 AM. Technical bids will be opened on 2026-09-28 at 10:30 AM in the office of the Executive Engineer, PHED Sheikhupura in presence of the Tender Opening Committee and bidders or their authorized representatives.

- Performance guarantee: Where required (per Supreme Court direction), up to 10% performance guarantee will be accepted in the shape of Pay Order/Bank Draft/Cash with three months beyond the completion date. Performance guarantees from insurance companies will not be accepted. The required performance security must be produced within 15 days of acceptance of the tender/contract.

- Other: Submission of forged or fake documents will lead to blacklisting. The procuring agency may reject all bids at any time as per PPRA rules. All PPRA rules and amendments will be strictly followed.
