Punjab Highways Department Tender: 12 Road Rehabilitation/Improvement Packages – Rawalpindi (E‑Procurement)

Issuing authority: Executive Engineer, Highway Division Rawalpindi in coordination with Superintendent Engineer, Highway Circle‑I Rawalpindi. Tenders are invited for 12 separate road rehabilitation/improvement packages in Rawalpindi District under the Punjab Highways Department.

Procedure and submission: Single‑Stage Two‑Envelope procedure (technical and financial proposals) through the Punjab e‑Procurement System. All bids must be uploaded on the Punjab E‑Procurement Portal. Eligibility and guarantees: Contractors/firms must hold a valid PEC registration in the relevant category and be registered on the Punjab e‑Procurement Portal. A bid security equal to 5% of the estimated cost must be submitted only through digital online payment via the Punjab e‑Procurement System (physical CDRs, pay orders, demand drafts, etc. will not be accepted). A performance guarantee of 10% of contract amount will be required from the successful bidder.

Key requirements: Firms must upload all required legal, technical and financial documents on the e‑Procurement Portal. Evaluation will be as per Punjab PPRA / PPR rules. Late bids or bids submitted by courier/post/email will not be accepted.

Packages: 12 road rehabilitation/improvement works across Rawalpindi (package‑wise details, estimated cost, earnest money and completion periods are published on the Punjab e‑Procurement Portal).

Deadline: All bids must be uploaded by 2026‑10‑07 (closing time as published on the e‑Procurement Portal).
