Tender: Establishment of Technical Laboratory in Balochistan (PSDP No. 1789) — Est. 483,800,000

Issuer: Director General (South), Energy Department, Balochistan.

Electronic bids are invited for the establishment of a Technical Laboratory in Balochistan under PSDP No. 1789 for the year 2026. Procurement will follow the Balochistan Public Procurement Rules 2014 and all bids must be submitted electronically via the Balochistan Electronic Public Procurement System.

Key eligibility and requirements:

• Bidder must be on the Active Taxpayers List and not blacklisted by any procuring agency of Pakistan.
• Balochistan Revenue Authority (BRA) registration required and must be active.
• Turnover requirement: at least 338,660,000 (as stated) in previous years.
• Registration with Pakistan Engineering Council (PEC) C-3 and above (up to 500 million) with relevant specialized codes.
• Completion of at least 1 assignment of similar nature; and successfully completed at least 3 government projects in the last 5 years involving Solar PV/DC/Hybrid/On-Grid/Off-Grid systems or Solar Street Lights (as specified).
• Valid ISO certifications: ISO 9001:2015 and ISO 45001:2018 (as specified).
• Joint venture (JV) firms must provide JV Agreement on stamp paper duly attested, joint bank account details, JV NTN, STRN/GST, and BRA registration.
• Bidder must submit a Service Level Agreement to provide 24 months of laboratory services from date of completion with all costs included in the contract price.
