Tender Notice — Transportation of Imported Wheat (Scheme Year 2026-27) — Government of Punjab

Issuer: Director General Food / Cane Commissioner, Government of the Punjab (Lahore). Purpose: Electronic bids are invited from eligible and experienced carriage contractors for transportation of imported wheat for the Scheme Year 2026-27. Transportation rates should be quoted per metric ton (PKR) from specified dispatching ports to designated recipient centres inclusive of applicable taxes. Shifting/transportation period will be 90 days.

Eligibility and evaluation:

- Bids will be submitted as separate Technical and Financial Bids electronically. The Technical Bid will be evaluated first; Financial Bids of technically responsive bidders will be opened thereafter. No financial rates or other financial information should be included in the Technical Bid.

- Bidders must comply with the Punjab Public Procurement Rules, 2014 (as amended) and the procedure specified in the bidding documents. The procuring agency reserves the right to increase/decrease quantities, change routes, destinations, or dispatch schedules according to operational requirements.

Operational and contractual terms (selected):

- Rates quoted must be inclusive of all applicable taxes unless otherwise stated in the bidding documents.

- The contractor is responsible for loading, transportation, delivery/receipt of wheat to designated receiving centres and for safe handling during loading, transport and unloading. Any losses, damage or shortage occurring during these operations will be the responsibility of the contractor.

- Payment will be made based on the quantity actually transported and received at the designated centres. If transported quantity is less than quantity in the work order, the contractor may be liable to penalty as per rules.
